The title is self-explanatory. If Hydrapple obtains the ability Serene Grace (Through Skill Swap) and uses Fickle Beam, would the 30% chance to double damage be boosted to 60% or not?

Although it does not appear on Serene Grace's list of affected moves, the page has not been updated in two months, meaning it hasn't been covered yet most likely.
I do not think so. Among the two battles I did it did not double fickle beams damage a single time

If you got zero successes on an event that has at least a 30% chance of occurring, then I'm certain you didn't test it enough times to get a conclusive estimate.
There is a flaw in your reasoning though. Covert cloak and Shield Dust prevent the pokemon with the ability from being affected by secondary effects of moves, but Fickle Beams doubling power targets the user, so covert cloak wouldn't block that.

As a convenient test, anything that gets doubled by Serene Grace, is also guaranteed to get reduced to a 0% chance if the target has Shield Dust or a Covert Cloak. In this battle, the Umbreon holds Covert Cloak and gets targeted by Hydrapple's Fickle Beam at the 7:30 mark, which gives the "going all out" message. So clearly the power boost is not considered a secondary effect, and Serene Grace won't be able to double that chance.

Do shield dust and covert cloak also prevent trapping from moves like thousand waves, anchor shot, spirit shackle?
Thanks. I was thinking of using Hydrapple in AAA but I guess I'll need to figure something else out.
