I'm currently trying to level up my lairon as it grows slowly. Having a lot of frustration finding a place where I can KO some wild Pokemon for EXP.

Why do you want to use an Aggron in Emerald? It has low speed and special defense and not very many good moves.

The best method for grinding EXP (Excluding the elite 4 as you probably won't clear it) is just fighting Pokemon on victory road. You can lead with a fainted Pokemon with the illuminate ability to increase the amount of encounters you get, while still leading with lairon. You will suffer EXP losses however, as you'll need to run or switch out against any hairyamas. This method with only 1 hit KO's should give about 2000 EXP per minute

If your lairon is too weak to easily defeat the Pokemon, you can passively level it up by throwing it in the daycare. It may lose important tm moves if lairon would learn a move, so do be weary of that. It only gives about 850 exp per minute, though this can be sped up by using speedup on an emulator.

Finally, if you're on an emulator, you can always just hack in 999 rare candies.

You still get a lot of experience from losing to the Pokemon League.
yeah but I don't have numbers for losing to them, that's a pretty volatile statistic
I think it's still higher than Victory Road grinding on average.

At this point in the game, the fastest way to gain experience is by giving your Lairon an exp. share and battling the Elite 4 over and over until the Lairon's level is high enough. Besides Mightyena, each of Sidney's Pokemon give over 1,700 experience, so your Pokemon would level up pretty quickly even if you just defeat Sidney and a few of Phoebe's Pokemon in each attempt.

It's probably worth adding an option to these answers that doesn't involve losing repeatedly, since some people don't like losing money or letting their mons go down on purpose.

I think you get more money from defeating Sidney than you lose from losing to Phoebe. Even if you don't, you can just spend a large chunk of your money on stuff like healing items and super repels so you can't lose it in battle.
