I don't have any personal experience, but DB says to use the Razor Claw during the Day time.

Hisuian Sneasel evolves into Sneasler when leveled up while holding a Razor Claw during the day

This is different from PLA, where Hisuian Sneasel would evolve when it was exposed to Razor Claw during the day, meaning you had to use it on Sneasel.
