If you’re just asking about shiny Pokémon in cards. Pokemon Go TCG set had Radiant (shiny) Kanto starters plus Eevee. Another newer example is that Silver Tempest also had shiny Pokémon under the name Radiant.
The term “shining” hasn’t been used recently, but it has been as recent as the 25th anniversary set which released in Feberuary 2021, for the reprinted cards.
In conclusion, shiny Pokémon have been recently renamed to Radiant in the TCG but there have been Shining cards within the last few years.
In my personal experience, almost every new set has at least one shiny Pokémon; just not under the name “Shining.”
