Is Plusle too frail to pass those Agilities onto my slower teammates? Or should I go with Manectric?

Speed isn't very useful for in-game.
Why would you use Plusle with a 405 BST compared to Manectric? Plusle is basically a useless Pokemon
Baton Pass is a very unnecessary strategy for in-game playthroughs. Hopefully you can see an answer unfolding from there.

In-game, most competitive strategies are thrown out the window (due to your ability to over-level), so I would say don’t even waste baton pass on a Manectric. There are much greater moves for both to use like:

Plusle
Thunderbolt/Thunder
Hidden Power (Water, Ice, or Grass is preferable to fight ground types) / Thunder wave for ease of use
Agility/Charge/Rain Dance
Return (physical, maybe not preferred) / Double Team

Manectric
Thunderbolt/Thunder
Bite/Crunch (crunch is an egg move)
Return
Hidden Power (Again, water/ice/grass is preferable) / Thunder wave (easier to get/easier to use)

I don’t have a lot of experience with Emerald specifically, so pardon the move sets as they may be a little weird, but I do know that competitive strategies are useless in-game. Plus (pun intended), Plusle is borderline useless compared to Manectric in base power and movepool. Hope I helped!

Hidden power is useless because it has a high chance of being physical or having a low base power. Egg moves are useless because they take a long time to get. Thunder wave is a very useful move, though. Also Magneton is another electric Pokemon that's roughly as good as Manectric and much better than Plusle. Compared to Manectric, Magneton has higher special attack and many more resistances.
true, I didn’t feel like they needed another choice, and yeah I have no experience using hidden power so that can probably be taken out

Baton pass isnt good at all in-game but if you really want to use then plusle isnt the way, too frail and speed isnt even necessary to pass.
