How can you get Throat Chop on Weavile in BD/SP before National Dex?

Question

I wanna use a weavile on my bdsp team that has hone claws,ice punch,throat chop and metal claw but I don't know how to breed throat chop onto sneasel before the national dex

These aren't the same questions, but clearly you can use the answer to that question to answer this one. I've changed the BA.
I will update the title of this question so it's not just "does Weavile learn x".

You can catch a Sneasel in the Underground with Throat Chop, or catch a male Smeargle, a female Sneasel, and a Heracross. If you choose the Heracross Method, level Heracross up to Level 40, where it learns Throat Chop, and then go into a Double Battle with Smeargle and Heracross in the front of your party. Sketch Throat Chop from Heracross, and then breed the Smeargle with the Sneasel to get the Pokemon you want.
