All sources I have found say it can, but never give a specific level and they contradict each other on just how it happens. Is this just a symptom of the Mandela Effect? Does everyone just assume it learns Soak when it doesn't?
Soak is one of Wailord's Level 1 moves in both Gen 7 and Gen 8. Also, it's one of Wailord's egg moves.
Just give a Heart Scale to the Move Reminder in Alola to reteach the move. But, for Galar, you can just reteach the move to Wailord via the Move Reminder without the need to pay in Heart Scales.
