BoltBeam is short for Thunderbolt and Ice Beam. These two moves provide insane coverage from Ice- hitting Ground- and Grass-types while Electric- hitting Water-types. This combo provides near perfect coverage to nearly all types. It's not restricted to only those two moves. Any Pokemon that can use strong Electric- and Ice- type moves also count. These include Black Kyurem with Fusion Bolt and Icicle Spear or Arctozolt with Blizzard/Icicle Miss (Icicle Crash) and Bolt Beak.
