Why didn't either our Endeavors hit?

Question

As seen from this battle, the Endeavors used by Togedemaru and my Cottonee did not land, despite from what I know that Electric/Steel types are not immune to normal (and vice versa)

Endeavor fails if the target has less (or equal) HP than the user. When both Pokemon had full HP, Togedemaru had more HP than Cottonee, and after taking a little damage from Leech Seed, Cottonee had more HP than Togedemaru.
