Why does Abra use Focus Punch in LC?

Abra has pitiful attack and I don't think it can afford to waste 2 whole moveslots on Focus punch and Sub. If you're that scared of Pawniard, switch out. Pursuit doesn't exist anymore.

Abra can actually afford to take a whole 2 turns to set up Substitute and Focus Punch.  Abraham forces the wide array of Fighting Types to switch, giving it a free sub.  Focus Punch can be used and effectively targets the Steel types in the Meta like Pawniard and Ferroseed.

Apparently, it is to defeat Pawniard and Ferroseed. In previous gens, Abra could use Hidden Power Fire or fighting to beat them but since the move's no longer in the game, it has instead resort to Focus or Fire Punch. Also, Abra doesn't have access to Focus Miss (Blast). This video goes into more detail on why Abra uses Focus Punch.

Why can't Abra just switch into something like Mienfoo or Ponyta to deal with it?

Why bother to wait for your teammate to kill an enemy when you can kill them yourself? You know what they say, if you want something done right you do it yourself

Besides, hard switching isn't always the best option and this applies to every tier as well. You could end up switching into a knock off or damaging move which is mostly not good
