Can Kleavor learn Stone Axe after level 45?

My scyther is level 45 and I just found a black augurite and I'm wondering if it can learn stone axe even after reaching level 45?

You can learn any move that you would have learned at a lower level by

1. Going into the menu
2. Selecting a Pokemon
3. Select Change Moves

Stone Axe should appear as a move for Kleavor to use
