The Dynamaxed Obstagoon will be protected from all damaging moves for the turn. If another Pokemon attacks it, that Pokemon's Defense will drop two stages. The move functions no differently in Max Raid Battles.

Obstruct, Protect, Baneful Bunker, and Spiky Shield have priority anywhere
That's true, Kyogre, but Raid den Pokemon get an extra random roll of a move after their initial decision for the turn, priority or not. I've seen Obstagoon use Obstruct as the second move it used that turn.

In case you were wondering, it fails in that case, assuming everyone is fast enough to move before its second choice.
