Do I gain EVs for just meeting a wild Pokemon?

I'm playing Emerald version right now. Does it work like that?

Defeated Pokémon give out 1, 2 or 3 effort points to a particular stat, depending on species

So you can't get EVs just by encountering Pokemon and running away. I recommend clicking the source to learn more ways to speed up EV training.
