Waterfall or Hydro Pump for Samurott in B2W2?

I've recently been looking for a good moveset for my Samurott in a revisit to Pokémon Black 2. I was wandering whether Hydro Pump (with lower PP but better power) or Waterfall (higher PP but less power) would be more effective. No other member of my so called 'dream team' is able to learn it so I wanted to get others opinions on whether it would be worth it to sacrifice Hydro Pump for a new move like Waterfall.

Samurott's stats lean physical, rather than special, so you'd be much better off with Waterfall over Hydro Pump. And if he's the only member of your team who can learn it, you won't be able to progress the story effectively without swapping in an HM slave.
