I think there is a glitch where you can "fuse" pokemon and make them have moves that they shouldn't. I have no clue how to do it but that's all I can think of.

Yellow is Turing complete, which I think means you can program an entire game within the game if you try hard enough.

I've glitched Yellow for a living it seems like, but I've not seen or performed a glitch that gave me Surfing Pikachu. So I think the answer is no.

Some person on Reddit told me you can use arbitrary code execution to get Surf onto a regular Pikachu, but it can't be transferred because it won't pass legitimacy checks. I have no idea how arbitrary code execution works, but the answer is yes.
