If you're battling a physical Pokemon and your Pokemon (maybe a really slow Pokemon) is holding the Rocky Helmet and you keep giving it potions (for the whole battle) while the foe keeps losing health (from the Rocky Helmet) you'll eventually KO the foe without doing anything.
Does switching out count as not using a move?

Yes there is;

In Gen VII specifically, using an Adrenaline Orb in battle after already using one will cause it to fail, however, no Orb will be consumed. This causes a complete "waste" of a turn, as nothing is done from the user's side.

Just use an item(such as a potion or healing item) on a Pokemon that it won't do anything on, and it will count as a turn. I know because I've done this many, many times.

HOWEVER

If you are in an online battle, you cannot do this trick. If this is the case, just do what sumwun said and keep switching out over and over again.

EDIT: This trick does not work with certain games; it does not work for Gen 3 or 4 and in Gen 1 and 2 you can just use the Pokeflute to waist a turn. This trick will work for any game Gen 5 or higher.

Or you could just use potions, endlessly, and never finish the battle (suggested by GinnyEvilShadow).

I hope this helps (I don't see how though. There are more efficiant ways to battle. I guess you just asked this question out of random curiosity)!

No - partially. If you keep flinching/paralyzing you wont move, but otherwise you will be forced to struggle.
