I think the Jirachi calculations were made just to give an idea of how strong each attack would be against "the average Pokemon", and Jirachi was chosen only because its defense stats were equal.

I would say Diamond Storm. Hasty lowers Defense, but you can gain that Defense back with Diamond Storm. It has lower accuracy, but only by 10. So overall, both are fine, but I think that Diamond Storm is better.
