Each strike of Bullet Seed is treated like a separate attack:
Each strike can get a critical hit independently.
Abilities that activate on contact (Static, Weak Armor, Iron Barbs etc.) activate for each strike.
If the Sturdy ability, Focus Sash, or Focus Band activates before the final hit, the subsequent hit will still deal damage and therefore cause the opponent to faint.
If the first hit breaks a Substitute, the second hit will deal damage to the target Pokémon.

Yes. Each individual hit is a separate attack, therefore each would get a 20% boost.

Since it is a percentage, it doesn't make much of a difference anyway. Let's say it hit 4 times. If it were to apply to each hit individually is the same as applying to the total amount of damage done.

25x1.2=30
25x1.2=30
25x1.2=30
25x1.2=30
120 damage

100x1.2=120 damage

The items increase Grass type move's power (power, not damage) by 20%. The power of Bullet Seed is determined per hit, which it does several times.

So the Meadow plate boosts each of Bullet Seed's 25 power by 20%, which it does 2-5 times.

In short, yes, exactly how you described.
