Specs or Scarf for this Goodra?

Question

Do I use Choice Specs or Choice Scarf on my Goodra? Supposed to be a fairly powerful Specially Defensive wall.

Specs. Because:
•Goodra is already a defensive Pokemon. So, moving last doesn't matter much.
•Specs+Fire Blast really hits hard.
•Gooey is lowering foe's speed.
•Specs make Goodra a powerful Special attacker. You should use Choice Specs. Choice Specs set is common set for Goodra.
