Nope. A pokemon has to learn a move as egg move, level up move, or TM for it to be passed on like that. Plus, in order to make an egg, they have to be in the same Egg group as smeargle.
No, sorry. Like Roar of Time on Dialga and Spacial Rend on Palkia it's basically like Zekrom's signature move, that and Bolt Strike.
