If Smeargle sketches a TM move such as Toxic then breeds with a female Pokemon (non-Smeargle) that can learn Toxic will Toxic be passed down to the child?

Reason: I am early game Ultra-Moon and wish to get Toxic+Substitute on an Eevee for an Umbreon build without getting super far into the game to get the TMs. Mime Jr. Learns Substitute and another early game Pokemon learns Toxic (Both in the 20s). So if I can Sketch the moves then breed them onto an Eevee that'd be great.

Prior to Generation VI, if the father knows any moves that are TMs or HMs in that game (and in Crystal, moves that are taught by a Move Tutor) that the baby is also compatible with, it will inherit the move. If a genderless Pokémon breeds with Ditto, the resultant baby will inherit any compatible TM or HM moves that the genderless non-Ditto Pokémon parent knows.

Ultra Moon is Generation 7 (or VII) and not prior to Generation 6.
By the way, I would highly not recommend breeding or using toxic, because it's usually easier to beat the game just by evolving your Eevee and having your Umbreon spam feint attack or dark pulse.
