The Pokedex says that it can change the feelings of a Pokémon, but one of then dance, so it doesn't make any sense.

Are you saying that dancing is an emotionless art?

The Pirouette Form is the form Meloetta takes when it is in battle, as can be seen in the anime. In the games, it takes that form when it's used a move.

The Pokedex refers to its main form. Also, GameFreak needed to make the two forms look different enough to be two separate forms.
