Does Rage Powder only work in double/triple battles?

Question

Rage Power directs all moves to the user instead of others. I guess it as made for double battles, but does it work if the opponent uses a move on themselves?

For example in a single battle if the opponent used Recover, does Rage Power direct that to yourself, so you get Recover? Or is it just attacking moves?

It works the same in single battles but is pointless cause your the only pokemon to attack, no I does not affect moves such as recover.

Rage powder works in single, double, and triple battles, but in single battles it would not work as well
