Why is gen 2 and 1 gym leader + elite four system so confusing?

so I was watching Pokemon gaia videos then mandjtv pokevids said "will? he uses psychic Pokemon, he is a former elite four member" or something like that. so I looked at all his Pokemon and the elite four will's Pokemon just to see they are the exact same. then I noticed janine was a gen 1 gym leader according to the gen 2 gym leader list and koga was elite four. so I was like "what the? isn't koga a gym leader?" so I checked the red & blue gym leader list just to see Koga is gym leader. I'm so confused. why is this the case?

Koga was the Fuchsia Gym Leader in Gen I (Red, Blue, Yellow, + Gen III remakes FireRed and LeafGreen).

In Gen II (Gold, Silver Crysal + Gen IV remakes HeartGold and SoulSilver), Koga is promoted to the Johto Elite Four, so Janine, Koga's daughter, takes his place at the Fuchsia Gym.
