Here's an amazing competitive Blissey. It's worked so far for me. I've updated this moveset!

Blissey

Blissey @ Focus Sash
Ability: Natural Cure
EVs: 252 SpD / 252 Spe
Hasty Nature
- Toxic
- Soft-Boiled
- Counter
- Hidden Power [Ground]

So this Blissey has a dual function: it can either be a staller or a (possibly suicidal) killer. Let me explain my strategy:
If the opponent is a physical attacker, they probably know that they can easily KO a Blissey, so I use Counter. With the highest HP in the game and extremely low Defense, the physical move will probably knock Blissey down to 1 HP (thanks to the Focus Sash), which then will guarantee being able to KO the other Pokémon with Counter.
If the opponent is a special attacker, I go with a staller set. I first Toxic and then Soft-Boiled all the damage away.
Hidden Power [Ground] is for Poisons and Steels that can't be poisoned, and for Taunt.

This set won't work if a physical ghost type like aegislash uses sacred sword. Toxic and counter, both, don't  affect aegislash

Blissey (F) @ Leftovers
Ability: Natural Cure
EVs: 252 HP / 4 SpA / 252 SpD
Quiet Nature
- Calm Mind
- Soft-Boiled
- Ice Beam / Flamethrower / Thunderbolt
- Psychic / Dazzling Gleam

  • Calm Mind (Why not?)
  • Soft-Boiled (Why won't you die already!)
  • Ice Beam / Flamethrower / Thunderbolt (Further Coverage)
  • Psychic / Dazzling Gleam (Covers all its weaknesses)

I would first max out your SAtk and SDef with Calm Mind, then heal yourself with Soft-Boiled. After that hit the enemy/foe real hard with Ice Beam / Flamethrower / Thunderbolt. Psychic / Dazzling Gleam are great moves against Fighting Pokemon.

I started with Blissey but have since moved to Eviolite Chansey as a waller. That said, here's a fun Serene Grace Blissey I made that can really wreck people's day with a little luck:

Blissey @ King's Rock / Leftovers
Ability: Serene Grace
EVs: 106 HP / 252 Def / 152 SpD
Bold Nature
- Charge Beam / Calm Mind
- Fire Blast
- Ice Beam / Sweet Kiss
- Soft-Boiled

This Blissey retains her defensive nature while being able to do effective special damage to most Pokemon types, with each offensive move also coming with a good chance of a secondary effect (Flinch, Burn, Frozen, guaranteed Spec. Attack boost). Burn is excellent as it lower's the opponent's attack stat, making Blissey much harder to kill.

EDIT: After using this Blissey in a good number of battles now I have to say it's not bad at all, in fact I've been using it over Chansey pretty often as a rating battle Special Defense choice. If you can get just two Charge Beams off, she really becomes a great attacker.

Chansey @ Eviolite
Ability: Natural Cure
EVs: 4 HP / 252 Def / 252 SpD
Impish Nature
- Toxic
- Seismic Toss
- Soft-Boiled
- Wish / Heal Bell

Toxic is a good way for Chansey to dwindle down its opponent, and Seismic Toss also gives Chansey a good damage providing move. Soft-Boiled heals Chansey right back up, adding to the bulk. Wish and Heal Bell help the team out as well.

Holy moly Counter is good! I have an Intimidate team so Blissey can take a physical hit easily and KO the attacker with Counter while spreading Toxic :D:D:D

Most people don't see it coming! That 20% freeze hax on double targets is good! And Hyper Beam can finish off most Pokemon after Blizzard. I use with an Intimidate team so that Blissey survives physical attacks better.

- Mud Bomb
- Toxic
- Minimize / Protect

So, Soft-Boiled is for healing. Duh. Toxic is to poison opponents, because what's a staller without Toxic? Mud Bomb is super effective against the Pokemon that Toxic doesn't affect. Minimize is for Pokemon that are in-game, and Protect is otherwise. Minimize makes you harder to hit, while Protect gives you extra time for Leftovers + Toxic.

mud bomb isn't good on Blissey. Sure, it hits steels and poison types super effectively while you can't poison them. However, it's a 55 power move with no investment or stab, so it likely won't even deal the slightest bit of meaningful damage. Also, it's affect not effect

I came up with this set to use alongside a Skill Swap Mega Diancie. The set is unorthodox and gimmicky.

Blissey @ Firium Z
Ability: Serene Grace
Bold Nature
EVs: 232 HP / 252 Def / 24 SpA
- Soft-Boiled
- Heal Pulse / Aromatherapy
- Calm Mind / Ally Switch
- Fire Blast

Soft-Boiled: for obvious reasons.
Heal Pulse / Aromatherapy: keep Diancie healthy.
Calm Mind / Ally Switch: boost special bulk or switch into a status move originally meant to hit Diancie.
Fire Blast: while you could go for Flamethrower, it doesn’t have as much power as Fire Blast. This is meant to scare away unsuspecting Steel types like Scizor and Celesteela, who threaten Diancie. Firium Z is meant for handling bulkier Steel types.

Serene Grace gets Skill Swapped to Mega Diancie, who gives Blissey Magic Bounce.

Alternatively you could fit in Toxic somewhere.

It's an interesting gimmik, but it would be way better to just give something better a z-crystal rather than blissey.

For Core Series games, this is the best for Chansey and Blissey:

Blissey @ Leftovers
Ability: Natural Cure
EVs: 252 HP / 244 SpD / 12 Spe
Impish Nature
- Seismic Toss
- Toxic
- Soft-Boiled
- Minimize

Minimize twice, then Toxic. If you are hit, use Soft-Boiled. If Minimize doesn't work because of a move like Swift or Aura Sphere, use Seismic Toss to inflict some good damage. Give it a little bit of Speed EVs so it might go first, and load it up on Sp. Def and HP. Leftovers is my preference, but you could use a Focus Sash if you are worried about being knocked out in the turns while you still have low evasiveness.

Chansey @ Toxic Orb
Ability: Natural Cure
EVs: 252 HP / 128 Def / 128 SpD
Bold Nature
- Bestow
- Protect
- Soft-Boiled
- Sing / Light Screen

Give the opponent Toxic Orb, then you switch out. Natural Cure kicks in and heals your poisoning. Protect yourself one out of every two turns so that their attacks are in vain. Sing to make them fall asleep and take damage, or Light Screen to help your allies as well. Soft-Boiled to heal.

Soft-Boiled: Restores 50% of max HP.
Substitute: Costs 25% of max HP (+1), but will take a few hits before breaking. You can restore lost HP with Soft-Boiled.
Toxic: What's a good Wall without Toxic? STALL THEM TO DEATH
Seismic Toss: Does damage equal to the users level.

Firstly, just run max hp and max in defense. Not only is splitting ev's usually bad, your defenses are weaker than if you were to fully invest. Secondly, mud bomb isn't in swsh. Lastly, Mud Bomb is terrible. It's inaccurate and you won't be dealing much, even with a super effective hit. Instead, you should run seismic toss for the 100 guarenteed damage.
Okay, I'll switch to max in defense. Well, the majority of my Movesets aren't made for SwSh. I'll also switch to Seismic Toss. Thanks for the advice.

Blissey @ Leftovers / Focus Sash / Bright Powder
Ability: Natural Cure
EVs: 252 Def / 4 SpA / 252 SpD
Bold Nature
- Toxic
- Soft-Boiled
- Protect
- Focus Blast / Aromatherapy / Flamethrower

Toxic for badly poisoning opponents, Soft-Boiled for healing up, Protect for stalling, Focus Blast for damage that can wipe out the opponent, Aromatherapy to heal status conditions, Flamethrower for pesky Steel types (but Focus Blast will work unless you want to get that 10% chance of Burn). I know everyone says Leftovers is the best, but I went in a Showdown! fight and Blissey instantly lost to Focus Blast, so Focus Sash can help Blissey hold on a little, Bright Powder helps lower the opponent's accuracy by 10%.

If you are going with Aromatherapy, I think is best that you have a Fire type member on your team.

woOOO tenma's back with the gimmicky sets boys

Whoa, Special Bliss and not Stall? Yep, you read that right (Keep in mind that Blissey still won't fare well against Physical fighters, so use her conditionally!). A Max SpA of 273 isn't bad right? Right....? That's why boosts are prioritized here! Lefties is a standard item for Blissey, I guess. If you went with specs however, go with Psychic instead of Calm Mind to check out fighters. By the way, what's up with Metronome? Thing is, your main STAB would be either Echoed Voice or Hyper Voice -- Imagine how strong would Echoed Voice be if it is consecutively used + Metronome (Okay, I was probably exaggerating but it is strong, really!)?? But consecutively using a move isn't always possible, so Hyper Voice is an excellent alternative as always. Soft-boiled is always a reliable recovery for any Blissey possible and Refresh is there for those that are afraid of um, status moves. HP Ground checks basically everything Bliss can't hit or can't effectively hit with the rest of its other moves. Flamethrower checks steels out.

I guess its pretty self-explanatory, yeah? I mean, Blissey doesn't really stand a chance against literally any Physcial oriented mon so Reflect would provide at least a little extra layer of covering. Why only set up single screen when you can go for Double? Stealth Rock is...well, who doesn't like a little hazard threatening the opposing team? As for the last two options, Yawn is more recommended than the latter as its has a great chance of securing Blissey in setting up later on but double stat drop for the opponent is always a warm-welcomed option in this set.

Addition!: Trick Room is also an option after Light Screen considering how slow Blissey is! I might add more things soon~ ♡

Gen 9 NU Calm Mind

Ability: Natural Cure
Tera Type: Fairy
EVs: 252 HP / 252 Def / 4 SpA
Bold Nature
IVs: 0 Atk
- Calm Mind
- Stored Power
- Dazzling Gleam
- Soft-Boiled

Well, Blissey is in NU at the time of this post, which means it is the better pink blob in NU since it can utilize Heavy-Duty Boots to avoid getting chipped by hazards. This is a Calm Mind set, as unlike Chansey, Blissey actually has a useable Special Attack stat. Calm Mind Blissey allows it to be not as passive in NU. I'd never thought I'd end up putting Blissey and NU in the same sentence.

Calm Mind boosts Blissey's Special Attack and Special Defense, allowing it to boost its offensive presence over time while making it harder for special attacks to wear it down. After enough Calm Mind boosts, Stored Power allows Blissey to have a powerful move that is useful against Special sweepers such as Lilligant and Oricorio lacking Taunt. Dazzling Gleam is used to let Blissey hit the Dark-types in the tier who are immune to Stored Power. Soft Boiled allows Blissey to recover HP, allowing it to stay in longer. Tera Fairy lets Blissey have a STAB move in Dazzling Gleam while turning its Fighting weakness into a resist. Tera Ghost is also an option to become immune to Fighting moves. Heavy-Duty Boots is the item so Blissey can switch in without having to take hazard damage.

Here's a good moveset for a Blissey !
Blissey @Leftovers
Ability: Natural Cure
EVs: 252 HP / 252 Def / 6 SpD
Impish Nature
- Toxic
- Soft-Boiled
- Block
- Seismic toss

This Blissey moveset is only for anti- special attacker especially for a bulky milotic with a Recover move .

Toxic is for stalling and amazing move for dealing consistent damage to an opponent team .
Soft- boiled self sustain
Block to prevent any Pokemon from switching " I'am not lock in here with you, You're lock in here with me ^_^ ! " that battle ring will be a living hell for any special attacker without move U-turn , baton-pass or any switching move.
Seismic toss will always do damage depending on your level if your blissey is level 100 it will always do 100 damage while the enemy is being poison by toxic.

Tera type (if playing scarlet or violet) :steel this is much more supportive than offensive so you want a good defensive Tera type

This thing is unkillable
It can either burn freeze or paralyze with 1/5 chance and also drop opponent's special defence making these attacks do even more damage
Try burning physical attackers so it has even more "bulk"

This set sucks.Chansey's SpA is 50,so all the moves will not hurt anything.I don't get why you would run all special Chansey.
Its 35 actually.

I would recommend seismic toss
Another issue with this set is that it doesn't have any recovery moves like Soft-Boiled, so it will eventually get worn down by Spikes, Stealth Rock, repeated special attacks, damaging Status move etc. and be KO'd by special attackers instead of walling them indefinitely.
