Is Razor Shell a signature move of Oshawott?

In Unova region, only Oshawott can uses this move but iaclen Kalos region Barbaracle can uses it too. So is it a signature move of this Pokemon ?

No, not at all. 6 Pokemon other than the Oshawott evolution line (3 evolution lines) Smeargle, Mimic users, and Ditto can all use Razor Shell (the last three under special conditions)

It is not anymore. It used to be. when a Pokemon family is the only one outside of Smeargle who can learn a move, it is that Pokemon's signature move. If other Pokemon learn it in later generations, that status is lost.
