Spread move for mega Slowbro?

Question

The only decent-ish spread moves slowbro gets are (in order from most powerful):

1. Surf - Pro: power - Con: hits patner, no utility
2. Blizzard - Pro: power, may freeze - Con: inaccurate, 5 base PP
3. Icy Wind - Pro: slows opponents for partner - Con: very weak

which is the 'best' for Slowbro on a doubles match

Consider it on this set:

Slowbro @ Slowbronite
Ability: Regenerator
EVs: 252 HP / 6 Def / 252 SpD
Bold Nature
- Calm Mind
- ???
- Psyshock
- Slack Off/Rest

Scald would be the best option as it's only 10 BP less than Surf. But if you're hell bent on those options, go with Surf. Also, replace Psyshock with Toxic to wear down the opponent even more.
