How much HP would a Cyndaquil at level 5 have when Shiny in gen2?

Since HP is based off of the other stats in gen2, would I be able to tell what amount of HP a Cyndaquil would have when shiny? The HP can have DVS of either 0 or 8 when shiny. How much would that be for a level 5 Cyndaquil?

A shiny Cyndaquil at Level 5, assuming no EV investment, will have either 18 or 19 HP. It is 18 when the HP DV is 0 and 19 when the HP DV is 8. If 252 EVs (the maximum) are allocated to HP, the final stat will be at 22 for either DV.
