Would dry skin + weakness policy work?

Simply, if I used a fire move on a toxicroak, would its weakness policy activate from dry skin or would the policy ignore its ability?

I dont think it would, because technically it does 25% more damage, not 200%

Since Toxicroak is not weak to Fire moves as a type combination, Weakness Policy does
not get activated.

While you can't actually see it, the Toxicroak does have Weakness Policy as an item.
