Im breeding a Lucario and every physical moveset I've seen includes Ice Punch, but I'm unable to get it on my Lucario.

All of the lucario move sets you've seen have ice punch, because it works really good on him.
You can't get ice punch in X/Y. You can give it to him for 10 red shard - Driftveil City (Black/White). Or, if you have OR/AS, you can hive it to him for 10 green shard - Fallabor Town.
If you want a replacement, there are other options that works great.
I'm assuming on your lucario, you would have a fighting and steel move - since most of his moves are these, plus for STAB. Other than ice, he can learn ground and dragon (not TM included). This way you can include 4 more super effective types, plus dragon to be neutral to all the other types.

In order to not get completely walled by Pokémon such as jellicent and slowbro, earthquake is a good replacement for ice punch. Earthquake also provides coverage against opposing fire types and any electric types looking to switch it on a bullet punch.

Without Ice Punch, you can run a pretty effective set with Swords Dance / Close Combat / Bullet Punch / Crunch. Crunch hits the aforementioned Jellicent and Slowbro extremely hard, and provides good neutral coverage.

for or/as , if you choose to mega evolve it, go with iron tail. high power 100, 70% accuracy and 30% chance of lowering the targets defence and great for dealing with fairies. for iron tail you can get it taught for 8 BP in battle resort. but in or/as Lucario is able to learn ice punch via a move tutor.

if you can't access it I would go for blaze kick, by breeding with a Blaziken. blaze kick has a chance to burn and an increased critical ratio.
