Is there a trick to catching Pokemon in the safari zone?

I'll be looking for a Tangela in the platinum safari zone soon and although I technically know how to catch Pokemon in there I don't know when I should use bait and when I should throw a rock. If anyone knows the best combination of bait/ball/rock then please, share.

Okay first of all I'll go through what each thing does.

Rock

• These things anger the Pokémon. Angering Pokémon makes them more
  likely to run away. However, and this is probably Game Freak's
  own little way of being twisted, it is also the only way to make
  safari Pokémon easier to catch.

Bait

• Bait makes the safari Pokémon happy. This makes them more likely to
  stay longer or not run away. Once again like with the rock
  there is a problem with the bait. It may make the Pokémon stay longer but
  it also makes them harder to catch.

Most players when in the safari have to just hope on luck when trying to catch Pokémon. The only way that makes it more likely without being too risky is to throw one rock and then immediately throw a Safari Ball.

If you think about it the rock make it seems like it damages the pokemon by saying it easier to capture like how you use your pokemon to weaken a pokemon making it easier to capture if that makes sense
