Has it been proved that Rayquaza is totally shiny locked? Or is the probability just very low?

In Omega Ruby and Alpha Sapphire, I'm pretty sure all legendaries are shiny locked, but in previous generations, they were not. So you can get a shiny Rayquaza and use it online and all, but it has to be from a previous generation.

P.S. I can give you a shiny Rayquaza for free if you like.

Hope I helped :)

Not all legendaries are shiny locked in ORAS.
Do you still have that Shiny Rayquaza? I would love to have it.
That would be awesome I've added you my FC is: 1521-4855-0459. What moves, nature, ivs and nickname does it have? I won't be able to make 10PM est. I'm living in GMT +2/UTC.  What other time would suit you?
None of the legendary pokemon are shiny locked except for the ones in the storyline (Kyogre, Groudon, Rayquaza,  and Deoxys). Proof:I've gotten shiny Reshiram, Mesprit, and Cresselia in the respective Mirage Spots. :)
That would be awesome man,and thx for the answer

Rayquaza is believed to be shiny locked.
According to the source, as it says "this is still under testing" I think it hasn't been 100% confirmed yet but there is a high chance it, along with Kyogre, Groudon and Deoxys, will be shiny locked.
