What would happen if Haxorus used Earthquake on Rotom-F?

Question

Say a Mold Breaker Pokémon (like Haxorus) used Earthquake on Rotom-Fan. Rotom-F's abilty is Levitate. Her typing is Electric/Flying. Since Mold Breaker ignores Levitate, would Earthquake hit Rotom? Or would it still miss, thanks to the Flying type?

And what would happen if Haxorus used Earthquake on Rotom-F holding an Air Balloon?
