Does it make the Pokemon with klutz unable to use its items or the target unable to use there items? Srry if stupid question and happy valentines day!

There you have it. Klutz affects the user of the items. e.g. If I had an Ambipom with a Sitrus Berry, the Berry's healing effect would not happen.
