Is it possible to obtain all of the Pokemon in Pokemon Omega Ruby and Alpha Sapphire?

All Pokemon that aren't game exclusive (like Seedot for Omega Ruby and Lotad for Alpha Sapphire), starter Pokemon, or legendary Pokemon.

No it's not possible unless through trading and poke transporter. There are many Pokemon that can't be caught in Omega Ruby and Alpha Sapphire, for example skuntank and it's pre evolutions can't be caught in these games.

They did (kinda) when they re-introduced a lot of the legendaries in ORAS.
