Is ''Get out... Get out...'' a move?

If you don't know what I'm talking about the ghost in lavender town will say Get out... Get out... when you haven't identified it with a siliph scope.

Is it like any other move? (is it classified as a move with PP and all?)
If so it's gonna be fun struggling with a ghost! :D

Quite simple.
So I quickly tested this on an emulator in fast mode and no.
And even in the GBA cartridge it doesn't have PP.
I was curious about 6 months ago as well so before selling it to my friend I tested this.
Seriously, which move has 82 PP?

So conclusion is it is not a move and does no have PP

Any move can have 82 PP if someone spends all their time getting PP Ups and using it on a move....

Nope.
Even with unlimited PP Ups every move has a limit.
Most is Grow and a few others at 64 PP with max PP.
