Can I get groudon with rank 2 shingen?

Question

I evolved my shingen to rank 2 and I don't know If his episode needs to be completed to evolve him but, Groudon won't appear and all terrera facilities are at rank 3. Am I eligible to get groudon? Link is 81.99%. Thanks for the help!

You have to complete Shingen's episode in order to get Groudon to appear.

yeah, those guys are weird.  you have to beat their story for mewtwo/groudon.  but you have to beat the opposite guy's story to be able to make them rank2 warlords
