Only under certain circumstances
For example, a Forretress with Spikes, Stealth Rock, Rapid spin and Explosion works because once an opponents Hazard setter has been removed, a Pokemon like Forretress serves no purpose to a match - therefore a suicide move like Explosion pairs well.
Many Pokemon can serve as a suicidal setter, but Forretress was the only one that I thought of.
