Does the Shiny Charm still have its effects even if your Pokedex isn't Complete?

I used my Action Replay to give my little sister a shiny charm in her White 2. It's in her key items bag, and has the same description as normal.

However, her pokedex isn't complete (not even close to being complete lol). So I'm wondering if the shiny charm would still work even the Pokedex isn't completely filled.

Yes it would still work.

The Shiny Charm in itself is what boosts the chance of finding shinies, not completing the Pokedex.
Otherwise they wouldnt have given you the item for it, they would have just automatically increased the chance once you completed the Pokedex (if that makes sense.)

It would still work.

You only need to fill the Pokedex to get the Shiny charm. It works normally even if it isn't filled.
