Do I get another chance to catch Latias in W2?

Question

I was gonna synchronize Latias, but the minute I stepped on that tile, I engaged in battle.

Can I beat Latias then rematch her?

If I white out will I be able to rematch her?

Yes you will be able to re-encounter Latias if you lose/ KO her. You just need to go and beat the Elite 4 + Champion again.

I'm not sure if you white out or not, but if you defeat Latias or she beats your whole team you will be able to give her a rematch. Hope I helped!
