Like always, Pokemon X and Y's national Pokedex is unable to be completed, without the help of migration. (PokeBank)

Of course, however, there is the GTS where you can get National Dex Pokemon, however they obviously get those Pokemon over PokeBank.

Yes, back when X & Y were first introduced, you couldn't complete it without migration. However, thanks to the glory that is Omega Ruby/Alpha Sapphire, you have the chance of doing so. However, you may need to have all four games in your possession if you want to complete at least one of the games' National Dex.

No don't think so...

They still have this unobtainable list on Serebii which says
>As with all games, Pokémon X & Y have got a massive amount of Pokémon to collect. However, despite this, there are still various Pokémon that are not available in the game and require transfer from previous games.
