Why isn't my Chandelure's Sp.Atk stat maxing out when its at level 100 and I EV trained it with a modest nature?

Check IVs with a guy in the kiloude pokemon center. He's rather vague.

Not really, each stat he mentions has 31 IVs (other than those he says are bad)

IVs.

That's as simple as it is.
A Pokemon's stat is determined by Level, EVs, IVs and Nature.
With everything Perfect, Chandelure would have a Special Attack Stat of 427. Depending on your IVs, it could vary from anywhere between 393 - 427 (393 being IV 0, 427 being IV of 31)

I have terrible luck then. I raised 2 and both are 393.
