If I fully EV train Alakazam in Sp. Atk. At lvl 40, will it still be maxed at lvl 100¿?

I just want to start by saying this is the best site on Pokemon (probably saying that because I just went to obamacare.com); but really. So I want to thank Pokemaster (I-I-think he's the owner of this). Everything is so perfectly placed but easy enough for a politician to understand.

To the question though! So even if I only gain say 20-30 uped stat changes, it will still be 63 uped Sp. Atk. at 100, correct?

Once you max out your evs you can't add any more, and it doesn't erase old ones unless they changed it on xy
