If I got a Pokemon from the Game Corner, are its EVs at 0?

I got a Dratini in SS and was wondering if it starts with 0 EVs. It doesn't say in the EV section on here. I'm pretty sure its like a wild Pokemon that you catch but not a 100 percent.

Yes, because it's a new Pokemon you've obtained and new Pokemon aren't EV trained until you EV train them.
