If I got the 252 EVs on my aaron at lvl 11 will I still get the results? and those wild Pokemon come with EVs?

You will get some results. Not all of the EVs gained will add to the stat total until level 100, so at level 11 you will not see very many extra stat points from the EVs. Once you reach level 100, you will see all the stat points from the EVs you gained.

And yes, all wild Pokemon come with EVs. Every Pokemon gives off a number of EVs in certain stats often referred to as the EV yield.

It does not matter when you EV train your Pokemon, as long as you did it properly, you will have 252 EVs on it, and you will see results.
