What their referring too when they're talking about a 6 IV Ditto is a Ditto with perfect stats. In other words a Ditto that has 31 IV's in each stat since there are six stats (HP, Attack, Defense, Special Attack, Special Defense and Speed).

An Iv is an individual value you get through breeding or you can find random Pokemon with random iv's (usally not high) so as 5iv witch means you got perfect stats in 5 of it's stats.
"individual values, IVs for short, sometimes also known as determinant values, DVs for short, are the Pokémon equivalent of genes. They are instrumental in determining the stats of a Pokémon, being responsible for the large variation in stats among untrained Pokémon of the same species."
so a 6iv ditto is a ditto with perfect stats that is perfect for breeding strong Pokemon.
