The ability Refrigerate and Pixilate, boost x1.3 all Ice moves?

For example, the ability refrigerate will change Echoed Voice from Normal to Ice type and boosting it X1.3, so, 40 BP + STAB + Refrigerate = 78

If I use for example Freeze Dry, with Stab Boost it reaches a 105 base Power, but... if Refrigerate can boost the attack, it should reach a 136,5 Base Power.

So, Refrigerate actually boost Ice Type moves that hasn't been changed fron normal to ice type?

No. Refrigerate only boosts Normal moves that have turned into Ice moves, not moves that were already Ice type to begin with.

Refrigerate causes all Normal-type moves used by the Pokémon to become Ice-type and receive a 30% boost.

Bulba

Increases the power of Normal-type moves by 30%. It then changes those moves to Ice-type.
