Can Someone Help Me With HP Type Breeding + IVs?

Question

Recently, I have been breeding Mareeps to get an Ampharos with HP Ice. This involved me foregoing a perfect Attack IV (not a problem) and Defence IV.

Although I got what I wanted, I found that the IV calculators were saying that the highest possible IV for my Mareep was 18! This is a huge problem as I need my Ampharos to have at least a defence IV of 30 to survive certain hits.

Please help me! How can I do this?

Just keep breeding. o.o

There's no way to increase an IV, so you'll just have to keep breeding. Sorry.
