Storm Throw and Frost Breath - Why not just 120 base power?

Or whatever base power since X & Y changed the power of a critical.

Storm Throw and Frost Breath were probably just made to be unique, cool moves. Just a gimmick, although they can still be useful. Critical Hits break through all defense boosts, just as if the opposing Pokemon had no boosts. It can be used for beating Calm Mind, Bulk Up, Cosmic Power, Stockpile, ect users.

It's also worth mentioning that some moves and abilities prevent critical hits, such as Battle Armor, Shell Armor (abilities) and Lucky Chant (move). If you have one of these, and then are hit with Storm Throw or Frost Breath, they'll only do the 60 base power.
