Timid Nature

- Thunderbolt
- Hyper Voice
- Volt Switch
- Dark Pulse

Choice Scarf set. Choice Scarf Heliolisk allows you to outspeed non +Speed Earthquake Shell Smash Blastoise at +2 and threaten it with your STAB Thunderbolt. Hyper Voice is for normal STAB that can deal with ground resists / immunities like Mudsdale, Vileplume, and Rotom-C. Volt Switch is for pivoting. Dark Pulse is for coverage against Bronzong and ghost types like Decidueye, who has been getting more usage recently.

Ability: Dry Skin
EVs: 250 SpA / 4 SpD / 252 Spe
Timid Nature
- Rain Dance
- Thunder
- U-turn
- Surf

Rain Dance (for healing and your opponent will be wanting to use a water type move which will also heal you as well also reduces damage from fire type moves)
Thunder (strong electric type move never misses in rain and hits bulky Water types and fast Flying types also a good move overall.)
U-turn (to escape from Fighting types and is a good move that can be useful in your team)
Surf (for coverage over ground types and boosts in rain plus It’s a good special attack)

This Is my set that I use for my team . And believe me you are gonnna need that U-turn someday it is also good for making combo moves .

Substitute + Glare
Gen 8 NU

Heliolisk @ Leftovers
Ability: Dry Skin
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Substitute
- Glare
- Thunderbolt
- Hyper Voice

A Substitute + Glare set. (SubGlare for short) Substitute allows you to scout opposing Pokémon. Glare allows you to paralyze opposing Pokémon, which can annoy fast Pokemon as well as providing support to slower Pokemon. Thunderbolt is for electric STAB. Hyper Voice is for normal STAB. Golurk obviously is a problem, as you can only use Glare on it, so make sure you have some teammates that can deal with Golurk.

Shouldn't there be an attacking move as an alternative to Rain Dance if one were to use Choice Specs?

Well, Volt Switch is an option so you can switch out while attacking. (And probably U-Turn so you can switch out against ground types?) Also, you can't use Electric Gem since it was only in the Gen 5 games, and Heliolisk is a Gen 6 Pokemonmon. :/

SwSh moveset:

Heliolisk @ Wise Glasses
Ability: Sand Veil
EVs: 4 HP / 252 SpA / 252 Spe
Timid Nature
IVs: 0 Atk
- Thunderbolt
- Volt Switch
- Surf
- Dragon Pulse/Dark Pulse

Thunderbolt has less power than Thunder but is more accurate and has decent power and is powered up by STAB and Wise Glasses. Surf covers Heliolisk's ground weakness and allows it to hit ground types that are immune to it's electric STAB while also being powered up by wise glasses. Dragon Pulse is for hitting Dragon types that resist it's electric STAB and Surf and is also powered up by Wise Glasses. Volt Switch allows it to switch out if it's in a battle that it can't handle. Dark Pulse is just there if you wanna hit ghost and/or psychic types, I guess. :/

National Dex Monotype (Normal)

Ability: Dry Skin

Timid Nature

- Substitute
- Thunderbolt
- Grass Knot
- Hidden Power [Ice]

A Substitute + 3 Attacks set for Heliolisk. Substitute allows you to scout opposing Pokemon and can potentially let you avoid things like Toxic and Leech Seed. Thunderbolt is used for your electric STAB move that targets most Flying-types. Grass Knot provides coverage against certain Water- and Ground types like Swampert, Mega Swampert, Gastrodon, Mamoswine, and Seismitoad. Hidden Power Ice is for coverage that allows you to deal with Dragon-types, Landorus-T, Gliscor, and the occasional Grass-types.
